My belief was that it was not only [the president’s] right but his duty to do anything that the needs of the Nation demanded unless such action was forbidden by the Constitution or its laws. . . . In other words, I acted for the common well-being of all our people whenever and in whatever measure was necessary, unless prevented by a direct constitutional or legislative prohibition.

To deal with the Great Depression, President Franklin Delano Roosevelt put the legislative branch on notice that “in the event that Congress should fail to act, and act adequately, I shall accept the responsibility and I shall act.” Obama said the same thing to Congress during one of his State of the Union addresses, but Republicans in the Senate made sure that nothing Obama did would stand. The difference was that FDR’s bold New Deal programs had strong popular support, and Congress knew it. Seven of the New Deal programs became so deeply rooted in the nation’s life that they remain in force today.

On complicated issues, voters often take their lead from the people they elected to represent them. We should pray the leaders of both parties tell their voters that the days of partisanship are over in regard to global warming. From here on, the electorate must guarantee that every person chosen for public office continues the nation’s commitment to a permanent net-zero-carbon economy.
